Every tool page has “Help improve this tool” at the bottom. Use it to report a bug, suggest an improvement, or ask for a tool that does not exist yet.

It is the best route because the message arrives attached to the tool you were using, along with your browser and window size — so the first reply can be an answer rather than a question. Replies land in your HelpySelf inbox, and you get an email when one is waiting.
